Voters Asked to Consider Security Investment
Over these past few months, our district has focused keenly on the question of security. We have had numerous internal discussions and public exchanges on how to best &amp;amp;lsquo;harden&amp;amp;rsquo; our schools from intruders, improve our safety and security protocols, and educate parents, students and staff on protecting ourselves from the ordinary and the extreme.  
With the help of our local and state police we have increased the training and current drill procedures with our staff. This has been realized through increasing the frequency of drills, enhancing normal security protocols and making better use of existing technology resources. These relatively routine modifications have come with some cost, but given our present climate, there is no question in our minds of their necessity.  
Today, the larger consideration is the scope of security upgrades that will make a much more tangible impact on how we conduct ourselves, how visitors are engaged, and how the authorities and others are communicated with during a crisis. In a thoughtful and deliberate manner, we have researched and identified a number of additional improvements we believe are essential for the district to employ.  
As a result, the Board of Education is putting forth a $1.47 million security bond issue as a second proposition in the May election. The investment calls for the implementation of technology hardware and communication system improvements to bolster our existing security systems. These include: a single point of entry system and security booth at each of our schools; a visitor monitoring system, which includes a rigorous protocol for gaining access to the schools; a districtwide video/DVR system; a new districtwide phone system (including walkie-talkies) with full public address, video and alarm system integration; and window film. 
Original discussions centered on integrating these systems over a period of roughly seven years through our annual budget. But our Board was not satisfied with this pace of integration, and felt it was of critical importance to give voters the opportunity to improve school security through consideration of a comprehensive package. 
Using a bond to fund this work will enable the district to complete all of the planned improvements in one year, while receiving the financial benefit of an additional 19% state aid and paying for them over the next 15 years, creating only a nominal tax impact. Further, by bonding for these upgrades we are not impacting our educational programs. 
Please make sure that you learn about this important initiative and our regular budget at any one of the upcoming budget hearings which are in the MS/HS Library Community Room:

    April 3 7:30 p.m.
    April 17 7:30 p.m.
    May 8 9:00 a.m.


All budget materials are also listed on our website. Please take a few minutes to review the materials and ask questions. Your participation is vital not only for our present students, but for the economic stability of our community. Each vote is vital; if you are out of town the day of the vote you do have the option of participating through an absenteeballot.
 
Applications for Absentee Ballots are available in the District Clerks Office (located in the Rye Neck Central Office, 310 Hornidge Road) between the hours of 8:00 a.m. to 4:00 p.m. and may be picked up by the voter or his/her representative. Applications are also available in the school offices. The application must be returned to the District Clerk. 
Once the application is reviewed and accepted, an Absentee Ballot will be issued. Completed and signed ballots may be hand-delivered by the voter, his/her representative, or mailed. In order for the ballot to be counted, it must be received in the District Clerk&amp;amp;rsquo;s Office no later than 5:00 p.m. on the day of the vote, May 21.
Please Note: If ballots are mailed, please make sure that there is enough time for them to be received by 5:00 p.m. on May 21.

      <title>SUSPICIOUS INCIDENT BREVOORT LANE/GREENHAVEN ROAD 3/5/13</title>
      <description>SUSPICIOUS INCIDENT BREVOORT LANE/GREENHAVEN ROAD 3/5/13
Shortly after 4:00 PM on Tuesday, March 5, a suspicious incident occurred involving a twelve year old female in the Greenhaven area.  
The girl was walking home in the vicinity of Brevoort Lane and Greenhaven Road when she was approached by a vehicle described as a bright blue compact car with a black and white &amp;amp;ldquo;TAXI&amp;amp;rdquo; sticker on the door and a yellow license plate. The driver was described as an older white male, balding with white hair, with a crooked tooth. He spoke with a heavy accent. The male stopped the vehicle twice and asked the girl if she needed a ride. The girl fled toward her home and the vehicle left the scene. There was no overt attempt to approach the girl other than asking her if she needed a ride. 
Anyone with information about this incident should call the City of Rye Police Department at (914) 967-1234. 
STRANGER-DANGER REMINDERS
Parents are encouraged to be vigilant for suspicious activity regarding their children and to reinforce basic safety precautions:

    Do not talk to strangers
    Never enter a vehicle with a stranger
    Walk in public areas when possible and walk in groups
    If approached by a stranger, run to safety
    Try to remember license plate numbers or other descriptive information
    Call 911 immediately and report suspicious behavior to the police

        To be eligible to tryout/practice for a SPRING sport, each student must have the necessary medical paperwork submitted to the Nurse&amp;amp;rsquo;s office:

&amp;amp;bull; December 12th , 7:00 a.m. to 9:00 p.m. in the HS/MS Library Community Room

Absentee Ballot Information 
&amp;amp;bull;  Applications for absentee ballots are available in the District
Clerk&amp;amp;rsquo;s Office (located in the Rye Neck Central Office, 310 Hornidge
Road) between the hours of 8:00 am and 4:00 pm and may be picked up by
the voter or his/her representative. Applications are also available HERE.

&amp;amp;bull; The application must be returned to the District Clerk. This can
be done by the voter or his/her representative. Once the application is
reviewed and accepted, an Absentee Ballot will be issued. Completed
and signed ballots may be hand-delivered by the voter, his/her
representative, or mailed. In order for the ballot to be counted, it
must be received in the District Clerk&amp;amp;rsquo;s office no later than 5:00 p.m.
on the day of the vote, Wednesday, December 12, 2012.

Registration Information
&amp;amp;bull;  All US Citizens who have lived in the Rye Neck School District
at least 30 days are eligible to vote in the school elections if they
are at least 18 years old and registered with either the Westchester
County Board of Elections or the Rye Neck School District.

&amp;amp;bull;  The school district has year-round registration. You may
register at any school office between the hours of 8:00am &amp;amp;ndash; 4:00 pm, and
on Wednesday, December 5th, in the Central Office from 7:00 am &amp;amp;ndash; 9:00

      <title>Dr. Karen Reznik Dolins, Sports Nutritionist -- Wednesday, November 28th</title>
      <description>The Rye Neck Booster Club will be hosting Dr. Karen Reznik Dolins, a
sports nutritionist, on November 7th at 6:00pm in the MS/HS Dining Hall.


Dr. Karen Reznik Dolins is a Board Certified Specialist in Sports
Dietetics and Exercise Physiology with over 25 years experience helping
individuals and groups achieve their nutrition and fitness goals. She
is an adjunct professor in the Department of Health and Behavior Studies
at Teacher&amp;amp;rsquo;s College, Columbia University, served as the nutrition
consultant to the New York Knicks for over 10 years and has led
workshops for the WNBA, Cirque du Soleil, Lake Placid Ironman Triathlon,
and local area schools. She is a member of Sports, Cardiovascular and
Wellness Nutritionists (SCAN), past Chairperson, and recipient of their
2005 Achievement Award. She was one of the first to earn the esteemed
title of Board Certified Specialist in Sports Dietetics (CSSD), and is
on the Expert Committee for Sports Nutrition. Dr. Dolins is a
Registered Dietitian and is a Certified Dietitian Nutritionist in the
State of New York.

      <title>Rye Neck Schools Update-- November 7th</title>
      <description>Dear Community,

I am glad to report that we have had an excellent few days back. It was great to see our students and staff, and even though a numbers of families and staff members are still without power, the spirit of support is evident. We have lost a week of instructional time so our job right now is getting everyone focused on moving forward. The custodial staff did an amazing job of getting buildings and grounds in order and ready, and food service, thanks to the hard work of the director and her staff, has us up and back in full swing. We had a few minor systems problems which we are still working on but will be resolved in the next few days.

Some housekeeping items:

1. First, we will follow our regular calendar for next Monday, November 12 and school will be closed. Please note this is a state and national holiday and beyond not being allowed to be in session, it is a special time for us to honor our Veterans. It is my understanding that a bill has been introduced in the state legislature to address the days missed due to the storm. I am told that I should have this information by the end of the month. Once I have this, I will be able to determine a new calendar for the rest of the school year and I will provide you with that information.

2. Please know that we are not allowed to hold school on Saturdays and I will not be making any calendar changes for the Thanksgiving and December Holiday Recess.

3. Please note there will be two opportunities for the community to hear about the upcoming bond. There will be a 9:30 am session and 7:00 pm session on Wednesday, November 14. We will hold a special election for this on 12/12/12. More than ever, the most recent storm events highlight the need for us to keep our facilities in the best possible condition to insure the health and safety of our students and to maintain this important asset for our community.

4. I will continue to keep you updated; please continue to check our website for important program and date changes.

      <title>Rye Neck Schools Update- as of Saturday, Nov. 3rd</title>
      <description>Dear Rye Neck Community,
Update as of Saturday Nov. 3rd. I have been working around the clock with the village manager, the mayor and directly with Con Ed to get power restored to our schools. The HS/MS campus is fed through Rye City and as our residents who live there know there has been a tremendous amount of damage with downed lines and transformers. Carroll Ave was particularly hard hit with a number mature trees coming down causing serious problems for the area. As of this morning the HS/MS now has power and we in getting the building back up and running. Daniel Warren never lost power so we ready for our students. Bellows does not have electricity yet but we are hopeful that it will soon be back as well. I have been assured that our schools are the first priority and I have been told that additional crews have been added. 

School will be open for all students on Monday. I will notify you throughout the weekend where Bellow&amp;#39;s students should report. We will be having a regular school day on Tuesday Nov. 6 for all students. 

There will be limited food service all our food supplies have been removed and we are not certain they can be restored for Monday. Please send your child to school with a lunch and drink.

The work will continue through the weekend and as soon as i have more information I will notify you.

Admission to the PAC is for ticket holders only. Each senior received four tickets (invitations). Tickets must be presented at the door. Non-ticket holders will be able to view the ceremony in the Dining Hall via live simulcast.

June 15, 2012

As we begin to wind down to the end of a terrifically successful school
year, I want to share some exciting news from our elementary schools.
Last month we announced that Joan Babcock, Daniel Warren principal, is
retiring as of June 30th after fourteen years in Rye Neck. The Board of
Education has officially appointed an interim principal, Jane
Scheinman, for the 2012-13 school year. Ms. Scheinman comes to Rye Neck
with rich and vast experiences as a local school administrator. She has
already had the opportunity to meet and talk with the Daniel Warren
staff. In addition, Ms. Scheinman and Mrs. Babcock have been
communicating with one another as they put plans in place for the new
school year. Mrs. Babcock is working diligently to ensure that
everything is left in perfect order to ensure a smooth transition. Ms.
Scheinman will be working with the administrative team during the summer
on our own professional development as well as putting the final pieces
in place for the September 2012 opening of school.

During the budget hearings, I mentioned that I have been meeting with
the Kindergarten teachers, on a regular basis, to develop a new master
schedule that will increase students&amp;amp;rsquo; instructional time. We have also
been discussing how to best utilize parent volunteers for some of the
tasks currently handled by the Kindergarten assistants. As a result of
some teaching assistant retirements, we have been able to retain the
teaching assistants who were scheduled to be excessed. Those assistants
have been reassigned as we matched skill set with student needs.

With the new state mandated APPR (Annual Professional Performance
Review) requirements, we have been discussing how to maximize our
personnel resources to ensure that our teacher teams are well balanced,
utilizing each staff member&amp;amp;rsquo;s strengths to meet the needs of our
students. Based on these discussions, we are reassigning some elementary
staff to different grade levels. Attached is a list of elementary
classroom teachers and their September 2012 assignments, as of today. In
addition, Daniel Warren and Bellows&amp;amp;rsquo; staff have been working on class
placements for next year, focusing on balancing classes by carefully
analyzing data and their knowledge of the individual students.

The Bellows&amp;amp;rsquo; and Middle School&amp;amp;rsquo;s Moving Up ceremonies are right around
the corner, leading up to the high school graduation which is scheduled
for Thursday, June 21 at 5:30 p.m. on the HS football field, weather
permitting. This will be our 117th graduation and it speaks to the long
tradition of excellence our school has enjoyed. It is always such a
special night, and I invite you all to come, see the ceremony and share
in the excitement.

      <title>Superintendent's Corner-- Letter from Dr. Mustich</title>
      <description>The end of the calendar year is always busy with holiday events in our schools, but this time of year is also notable for a different kind of holiday celebration that happens for some of our students. 

Rye Neck&amp;amp;rsquo;s seniors are now beginning to hear back from their early admission college applications, and I am pleased to report that the acceptances have been overwhelming. A combination of a rigorous academic preparation, hard work on the part of students and staff, and continued support from parents has enabled our seniors to achieve many of their goals. Congratulations to the many who have been accepted to the college or university of their choice!

The conventional sounds of the holidays have been heard in our schools as our students perform throughout the season. In addition, our students and staff continue to help those less fortunate by generously donating time and resources.

The new district website has become the new community bulletin board, with constant updates and timely information. More and more of our parents have signed on each month as they realize the value of this new resource, and regular visitors to the site will notice consistent school updates, along with the occasional emergency notices. These changes have enabled us to more readily connect with our students, parents and community. I&amp;amp;rsquo;m also pleased to note that parents and students are using our online portals in greater numbers, enabling them to become active participants in the learning process. As we all become more familiar and comfortable with the technology and increase our usage, we are decreasing our paper, copying and mailing costs. Together we are meeting our goal of becoming a more environmentally friendly district, modeling what we expect from our students.

As a school district we are in the business of education. While this may sound silly to state, but with school conversations dominated by finances, I fear that this core idea seems to get lost. Ensuring that we stay focused on this &amp;amp;lsquo;business&amp;amp;rsquo; is critically important goal of our Board of Education, staff, and students. To that end, the Board of Education will host four curriculum presentations this year: State Education Department Update, Libraries, Enrichment and LOTE (Languages Other Than English). Each of these presentations provides vital information about the important work we are doing, and keeps us focused on the essential mission. 

I have made mention in the past about the new regulations regarding staff evaluations under the acronym known as APPR (Annual Professional Performance Review). Rye Neck as had an extensive and useful staff evaluation system in place for years &amp;amp;ndash; one that continues to enable us to evaluate and consistently improve the professional contributions of our staff. We have submitted our district plan to comply with the latest state mandate under APPR. A copy is posted on our website.

Financing our programs continues to be a grave concern in the era of the tax cap, one that the Board of Education and I take very seriously. Rye Neck has for the last 20 years been fiscally conservative, limiting our annual expenditures and long term indebtedness, while improving our programs and facilities. Our philosophy continues to be to take care of needs as they arise and not to borrow against our future. As a result, our district is in excellent financial shape and I am confident that we can weather this latest challenge from Albany.
 
The newly imposed tax cap legislation imposes a new set of regulations on municipalities and schools and limits local community control. This legislation is confusing, and does require some careful explanation and review, which we will be doing over the next few months in anticipation of the May school budget vote.

      <description>Good luck today to our Field Hockey team as they host the sectional semi finals today (Friday, 11/4) at 3pm at Rye Neck!

Good luck to our Cross Country runners as they compete in their
sectional championships today, (Friday, 11/4) at Bowdoin State Park this
afternoon!

Congratulations to the Volleyball team for their victory yesterday and
advancing to the Sectional Championship tomorrow, (Saturday, 11/5) at
2:30pm at Hendrick Hudson High School.

It was great seeing all the support yesterday at Volleyball by students
and faculty. Let&amp;amp;rsquo;s keep rolling with it today at Field Hockey and into
the weekend.</description>
